Hi, The process to fit a new window in a main wall should be relatively simple, a few things to consider, the size of the window, are you breaching a load point in the wall from anything above?, a decent builder/joiner would know this by eye on inspection, suitable lintels fitted above window head, bricks out, window in, all dressed up inside, reveals ect, sealed outside job done. planning is very much a headache for everyone involved in building, although a few simple things to consider, is your new window looking directly into a neighbour, has any propertys near or same street had similar or have similar already. you can access a wealth of information via your local council website and have quick check in to regs soley for that job in hand, I'm pretty confident that you would be well within permitted improvement regs since a main road as such shouldn't have any barriers with regards to on lookers, hope that helps.
