Rough Ceiling & Wall Plaster

The ceiling of our living room looks like it has been poorly plastered, its not smooth and we are looking to get it smooth, is it possible for this to be 'skimmed' with a think layer of plaster on top or sanded to a smooth finish or will it need pulling down and re doing? This is the same issue with an area behind a radiator where they have clearly done the job without taking it off and it has results in rough plaster around the top. If we take off the radiator can a plasterer just touch it up?

if the ceiling is very bad it might be necessary for sand down any rough bits.You can do this with sanding machine.After you have done this,completely wash ceiling to remove all dust.Then apply a few coats Un bond sealer to ceiling.Your next job is to employ a good plasterer,to apply a thin skim.Job done that
