Charging for safety certificates and things that haven't been estimated for

Please help! My builder has become extremely unreasonable, and is now charging £3.5k for items that weren't estimated for in advance. This includes charging for gas and electrical safety certificates - is he allowed to charge for these? He installed a new boiler and new lights etc. Please advise whether costs can be charged without estimating first??

Hi some people do charge for them although should be in with the work especially when there doing the work.also there there are time when you do a job that you find other problems but unless stipulated in the oriental quote that if any thing arises then the quote is what you should pay. to me it's like there dought ingredients there own work I give garentee for most my work Purley because I'm good at what I do and I have faith in my work. There is a difference between estimate and quote. An estimate is just that, an estimate, we always provide a detailed quotation and fixed cost. If something arises outside of the scope of the quotation we discuss it with the customer prior to commencement of the work.
If you received an estimate, then anything over a 10% swing I would question as the estimate wasn't very accurate, anything under that then I'm afraid you may struggle to prove that the builder wasn't being honest in his dealings with you.
That said, the certification noted is a legal requirement, has been for 20+ years, so it is unlikely that he has missed this in his estimate, sounds like sandbagging to me.
