stains on walls above skirting

hi, i had problems with damp, have fixed this, and painted walls with emulsion, its all blotchy just above the skirting, it looks wet, but isn,t and in some places its flacking off, what can i use to stop this problem, and get rid of stains, thanks nick

Zinsser Bin (red tin that dries in minutes) wich is one of the best primers/sealers will 100% do the trick. remove any flaking paint and apply 2-3 coats of Zinsser bin, let it dry properly and paint over with emulsion.

providing damp is defiantly sorted out, white stain block. as for the flaking if the painting has been done on bare plaster, remove all loose paint. sand paint edges to give a flat true surface. mix 1pt water with 4pts paint and paint on allow to dry then topcoat.

Oil based undercoat is cheapest way, leave to dry 6-8 hrs then apply emulsion over top, or use a stain block there are many brands on market, 321 by zinser is good they also do a shellac based one that dries in minutes but these are more expensive than undercoat and it works just as good.

you can get a sealer,or put a oiled based paint on.then apply emulsion paint over the top.hope this helps
