White pipe (flexible) in drainage brown pipe is dripping water slowly outside house

I have recently noticed water dripping inside a short rain water down pipe even on non rainy days outside the house entrance. The short down pipe is located outside downstairs WC. I took off the down pipe which is directly connected to the rain water drain and found that there is a short white pipe (possibly 5-10mm) inside that that is dripping water continuously. The boiler is at the back of the house so its not a condensate pipe. There is no AC in the house. Does anyone have any ideas of what this could be? Thanks

Hi the small white pipe sounds to me to be the overflow pipe from your toilet Have you checked to see if ball cock is passing water and overflowing Cherrs ste
