worktop in place with hole for tap but there is no hole in cabinet carcas for tap

My quartz worktop has been fitted with the hole for tap but the kitchen fitter did not make the corresponding hole for the tap. There is now a piece of wood in the middle of the tap hole. Is there a safe way to make a hole without damaging the worktop, sink (already in place - undermount) and cabinet.
Are you a tradesperson and able to answer this question?

Hi this should be fairly easy to do, but i would recommend doing it from below & making a larger hole than the existing tap hole as once you fit the tap it will be secured from underneath with a brace & this will be slightly larger than the tap hole. What i would do is to drill a small pilot hole from above through the centre of tap hole & this will make it easier to locate from underneath, then using atleast a 70mm hole cutter suitable for wood drill out the hole, just be careful as you break through the last bit of the wood, but the quartz should be strong enough not to be affected by the drill cutter.
