Should roofer have used felt in valley repair?

Very recently we have had two leaking valleys replaced. We engaged a local roofer, and made it clear we wanted a proper job doing, and were happy to pay for good quality materials. He completed the job, and upon inspecting the underside of the roof afterwards, it quickly became clear that he had replaced the valleys, but not laid down new felt as part of the job. So the underside of the roof now has the following: tiles with felt, then tiles with felt hacked away, new valley, tiles, tiles with felt. When we challenged him on this, he replied that there had been no felt under the valley in the first place. We did some internet research and everything we have found so far indicates that new membrane should have been laid, a prior bad job (which leaked) should not be a reason not do do a proper repair. He replied saying that his repair was watertight, and there were many houses in the area with no felt under the tiles at all. He said he honestly had thought it was not a red flag and had seen no need to stop and ask us whether we would like to extend the job spec to prepare the roof as required. We would greatly appreciate qualified opinions on this - are we worrying unnecessary and his repair is ok? Or do we have recourse to say that no, he did not do a proper job which could have reasonably been expected, and request a new repair / reduced payment? Many thanks.
