New Concrete screed indoor floor

What do I use to seal a newly laid concrete screed floor (indoor room)? The surface is 'dusting' and the white coloured surface 'veneer' is unstable in places. The floor was laid by my builder about 5 weeks ago. Should I use diluted PVA to seal it, and how long should I wait? Of not, what other sealant should I use?

do not pva the floor at all or you will need to scarify it off, first of all the laitence needs to be mechanically removed then a rh% moisture test must be done before anyone gives you any advice.
