Replacing vinyl flooring

I wish to replace the old vinyl flooring in my utility room. However, upon lifting one of the corners, I noticed that there are tiles underneath. I do not really want to go through the work of lifting the tiles. therefore, would be possible to fit new vinyl over the top. If so, would you advise underlay to be fitted first?

This is incredibly difficult to answer, there are so many things that need to be factored in and tested such as the moisture levels in the subfloor if it is concrete, what type of builders screed was used which will dictate what products need to be used to prepare the floor etc. You should always remove any floorcoverings prior to replacing with new, the adhesive will one day fail it could be tomorrow for all we know and your flooring installer takes liability for this, you need to hire a rpofessional who can inspect and advise accordingly because every job is different to some degree.

I agree with that. For any floor covering you need a good subfloor, otherwise you will face problems in future
