Can't turn some radiators down

We have recently purchased a house in Liverpool, some of the radiators have a numbered knob on the side where you can adjust the heat but others don't have any knob/cap. About 3 of the radiators are the old style ones so I'm not sure if they can be turned down. I tried to adjust one of the knobs on the one in the kitchen as it has a + and - on it but unfortunately I must have turned it a little too far as the valve flew across the room and I flooded the kitchen. I would like to know if you can get temperature adjusters to put on all radiators? We're new to the UK and haven't had a boiler/radiators before. I would like to know who I should contact to potentially get them looked at and fixed. Thanks!
