Brick mortar joints filler with...slate...?

Hi, I have a 1905 house and have a little bit of brickwork cracking so I thought I would put some crack stitch bars in. I am trying to grind out the joints but just below the surface it is dark grey and rock hard. It looks as if it could be slate, it seems to be right up the face of the house so not a dpc. Is this right? Anyone come across this before?!
Are you a tradesperson and able to answer this question?

Back in the day it has been known that slate has been used as a dpc so this is possibly the scenario on your property.

Yes in Victorian period properties a lot of the cavities had slate ties bedded between the two leafs of brickwork, obviously as a form of cavity tie. I cannot remember seeing it as a dpc, but have been told from old bricklayers that it was sometimes done.
