Cut in half outlet plate behind the radiator and clumsily put together with open hole in one side.

can electrician cut the outlet plate behind the radiator into two, somehow to fit wires? Or cut in half and install only one half and leave a half with open hole? Or make 'O' shape hole in the middle of the plate to put through the wires? Is it a usual thing or can we call a bodged job? Thanks,

The outlet should not even be there in the first place. Needs moving to either side of the rad. And if it is done the way you describe, yep it's a bodge.

This sounds like there was a socket there before the rad was installed. This plate should be fix back with screws and not touch without any holes so cables are not showing.
