Sound of running water - no internal leaks

There is the sound of running water in our bathroom and kitchen. I've had a plumber out to check for internal leaks and there are none. The sound stops when the water stop tap is turned off. Water Board won't do anything about it because the noise stops when the stop tap is turned off, plumber couldn't find any internal leaks. Any advice on what to do next? Thank you!

Apologies for stating the obvious but did your plumber check any over flow pipe work discharging outside that may be connected the following:
1. W.C cistern?
2. Cold water storage tank?
3. Central heating F&E tank?
