Can I Tiles bathroom and just put it over any wall or is there wall prep?

Is it true that the wall in my bathroom can't just have tiles put on because it is made out of a non waterproof plaster? This information given to me by a council worker when it was a council home.

Whenever we are doing a new bathroom or refurb, we always strip back to stud and add new aqua boards, water resistant materials should then be used i.e adhesive, grout etc.

Best practise, to use aqua board and around baths and shower tray i always use classic seal which insures if water does get behind the tiles it runs back onto the tray/bath
