replacing existing brick built lean to with a brick faced prefabricated building

Do I need to get planning permission provided the replacement is not higher than 3M and is the same floor area. There will be no change of use as a tack room. Existing structure is crumbling and insecure.

No you don't need planning however if you are installing new foundations and drainage you may require to put in a building notice to your local authority Building Control, if you are not doing any foundation works or drainage then you don't need planning or building notice.
