Damp concrete floor in lounge - another option to ripping up floor?

We live in a brick house built in 1951. We have recently had the walls in our lounge damp proofed using both a membrane and injections due to damp all around the bottom of the walls. Our next job was to replace the old laminate floor, but when we took up the old laminate we discovered that the concrete floor underneath was damp. There were also two places where the floor surface had bubbled. Our damp proof company have confirmed the damp with a damp metre and advised that the bubbles are caused by sulphur. They have advised us that the best option would be to take up the floor and replace it with a new concrete floor including damp proof membrane and insulation. Obviously this would be the ideal option but is also very expensive. As we have already spent a lot of money on the house we wondered if there were any other less expensive options open to us to solve this damp problem? We hope to move within the next 5 or so years so are willing to consider a more short term option. Would painting the concrete with a damp proofing liquid work? Or possibly laying a plastic damp proofing sheet on top of the concrete before laying the underlay and laminate? All advice would be gratefully received. Thanks.
