Hot water only available from one tap at a time

Hi, I recently had a new EcoTec Valliant Pro 28Kw Combi Boiler installed with new radiators, plumbing, etc s part of a full refurbishment. I am finding that when the shower (downstairs) is being used, no hot water is available in the bathroom upstairs (the water upstairs will literally trickle from the tap). In my previous property (also 2 bathrooms) I had an EcoTec Valliant Pro 24Kw and was able to use the shower, bath, kitchen sink etc all at once with no issues. So I am confident that the boiler is sufficient to serve my property. My plumber has suggested the issue is with the water company. But as there are no issues with the cold supply, I believe there must be an issue with the heating system. Any suggestions as to what the issue may be and how to resolve appreciated. I'm not an expert on plumbing so if you could write back in a way I'll understand I'd appreciate it! Kelly

First step. What is the flow rate in litres of your cold water service? Simple to establish, get a measuring jug and a stop watch, turn the cold water tap on fully then time how long it takes to fill the jug to 1 litre. e.g. 1 litre = 6 seconds divided in to 60 seconds will give you a flow rate 10 litres per minute. Let us know the results so we can advise further!
