Thermostatic valve at top of radiator

I'm replacing our radiators and I'd like the thermostat to be at the top of the radiators. Is there a certain radiator I have to buy to do this? Can the radiator still be bottom opposite ends (BOE)?

You are intending to fit radiator valves with this configuration: TBOE (Top & Bottom Opposite Ends) what do you hope to achieve by this?
Most modern radiators valves are now fitted BBOE - (Bottom, Bottom Opposite Ends) to panel radiators. Your configuration is more commonly associated with commercial/schools and public buildings.
Consider first the aesthetic appearance being unsightly if you do decide to go ahead with your configuration and I believe the benefits are very marginal.
