Is there meant to be a round hole under toilet at the front?

Had a plumber out to fit a toilet, but We can hear water leaking, no leaks on joins or anything. We have taken it down and only hole that can be seen is a manufactured one underneath at the front. About the size of a pound pound coin. Should this be there, does it need to be plugged or anything?
