Is my screeding done right ?

I needed a bathroom floor built up 20mm. A floor guy was recommended to me. He buttoned the sides and put in some sort of mix (a very dark powder) which was mixed with some aggregate stones (he said it was concrete. The following day he came back and done the finish screed over it. Now I knew it was still quite damp and asked him if the underlay error of concrete would dry out. He said it would. 8 days later there is still moisture on the top. I had tiled the bathroom leaving the bottom row out to get this done, which I am then going to tank etc prior to tiling. I was also going to screed myself using a deep base latex screed which can go to a depth of 50mm and workable within a few days. I got this guy cause my plumber recommended him and now I'm worried I am going to have to dig his screed back up. Can anyone tell me if this will eventually dry out. He told me I could tile on it within a couple of days which I am glad I didn't as it's still wet.

Hi there Sorry to say but should not of screeded over next day on avarage concrete takes 1 month per inch 25mm so now the concrete its self can't breathe as the latex leveller will suffercate it and all moisture will now try to vent out from the sides and could even start effecting plaster etc. If needed to build it up 20mm would of used deep fill has a high tollerence up to 50mm and drys quicker. I'd personally remove it as all it will do now is blow the flooring a few mth down the line and make it an even bigger headache than I'm sure it already is. Is your sub floor concrete or timber prior to the 20mm being added
