So, we are currently decorating our home and have found that when painting the artex ceiling in the Master Bedroom and Landing the white matt emulsion is peeling straight back off. However, I have already painted two other bedrooms and it didn't peel off at all and has dried solid without cracks. The house is 16 years old, we have only just moved in so I am unaware of what the previous owners might have used/done.
Does anybody know why the paint it peeling off and if so what I can do to prevent it, other than re-plastering? I have rubbed my hand over the artex where the paint has peeled off and it is not chalky. The roof is in a good state and there is no damp.
Any suggestions are much appreciated.

If the surface is not chalky as you have stated it could just be the suction of the roller over the surface that has pulled the paint off that has not adhered properly to the surface.
My recommendations are:
1. check the rest of the ceiling to see if there is any other loose patches
2. any loose patches scrape back to a firm edge this is important
3. spot prime the patches with Zinsser Peel Stop Clear Binding available at this link : Primerhttp://www.zinsserdirect.co.uk/product_info.php?cPath=6&products_id=234
4. if the complete ceiling has several patches of defective paint or just to be on the safe side after scrapping back to a firm edge I personally would prime the complete ceiling. This will bind the paint edges down and seal the ceiling plus it will also stop any moisture from migrating through to the existing coat.
5. do any additional filling on the ceiling that is required and touch in the filler with the Peel Stop and this should solve your problem.
6. I personally would not use any PVA on the ceiling as this could cause you some additional problems.

Hello. I'd consider going over the ceiling with a 50 /50 mix of pva solution. This would seal the surface and I'm sure the paint should take ok. Make sure pva solution is dry before applying emulsion. Hope this helps.
