What to use to cover graffiti?

I've been asked to paint a metal garage shutter, currently white, which has had some black graffiti sprayed on it. The client wants the shutter painted black. Would a standard metal primer + two coats do the trick?

Are you a tradesperson and able to answer this question?

That would be sufficent obviously if you cover in a black that will go over the current damage if 2 coats doesn't do the trick there's nothing wrong with a 3rd. Thank you Promain Spec

The best was to cover graffiti,is to use zinsser cover stain.It makes light work of unwanted graffiti,it primes and seals the affected area in one,preventing stains from resurfacing. L J P Painting Contractors
