responce to gas damper always open why?

Im responding to https://www.mybuilder.com/questions/v/1900/gas-fireplace-regulation-regarding-ventilation I understand the answer, but wonder why is is their for not a requirement that a wood burner or solid fuel burner also have a permanent opening? Sorry i could reply to the advert otherwise I would have.
