retaining wall and the plastic sheet at the bottem that covers outflow pipes?

We are trying to improve the drainage of the water that is accumulating next to the retaining wall. In summary: our garden is maintained by a retaining wall and unfortunately the drainage is not great. We decided to investigate the retaining wall the drainage next to it in order to find out why the pipes at the bottom of the wall (they are visible from the other side of garden, outside from a footpath that runs alongside our wall) are always dry. Even during a strong rain there is no water in them! So we’ve dig out a hole of about 1.3m in our garden next to the retaining wall and we’ve discovered a lot of old crashed bricks and general rubble, which we thing is OK, however directly above the pipe that crossed the retaining wall (at the bottom) there is a plastic sheets that restricts the water flow from the top to the pipe. Why is that? We wanted to add plenty of gravel into this large hole to facilitate to water outflow, however if there is a plastic sheet, our gravel will not do any good. Your help would be greatly appreciated, as we are literally stuck! Best wishes

The best way to answer is remove the plastic sheet restricting the pipes from doing there job or make pockets in the wall to create a natural drainage system this will stop all issues as the water will have somewhere to go.
