Do I need radiator valves with lockshield?

I'm installing a new towel radiator in my bathroom. It will run on central heating only, no dual fuel/immersion heater. I want to get manual valves, not thermostatic. I'm confused about the difference between valves with lockshield (such as these: http://www.screwfix.com/p/torino-chrome-angled-radiator-valve-lockshield-15mm-2-pcs/43354#) and without (such as these: http://www.screwfix.com/p/chrome-angled-radiator-valves-15mm-2-pack/37800). Can someone advise? Thanks Jan

Select these if the pipe work feeding the towel rad valves is fed from below floorboards:

Or these as per your post if the heating pipework is fed from above e.g. surface wall mounted from attic/loft:

In the bathroom you shouldn't install thermostatic valve, so the towel rail could work also in summer if needed.
The lock shield valve is one on each radiator, and it's used from the heating Engeneer to balance the system, and unusable by the tenant.
The user can open and close the thermostatic valve or a normal operating valve for the towel rail when needed, without unbalancing the system.
