Help - New Flat Roof Advice - Pooling Water at Edge

Hi, Advice very very much appreciated. We have a brand new dormer roof. There is a slope / fall so the water runs but then pools at the very bottom of the fall and is standing there as there is a small lip at the bottom of the fall. The builder / roofer tells me this is normal and no problem. He says that this is the best they can do as the lip along the edge of the roof effectively has to be there due to the fact there are additional layers of felt here to join and seal where the wall effectively meets the roof. So although there is a fall and water runs off some will get stuck here and can't be helped. I am unsure as i thought any standing water on a new roof was a bad idea. I don't know whether we should be insisting this is corrected so all the water runs off. Or whether this is the best we can hope for. it seems strange to me to have water running down and then pooling there. why bother with the run off at all? Thanks a lot in advance for helping me when unsure if i can take the person who has done the work at face value.
