Electric only hot water for small flat - Someone please provide an answer...

Small 1 bed flat - current hot water is original immersion based system which provides dreadful pressure on hot water to kitchen sink and bathroom. Want to change to more efficient system that provides mains pressure on hot taps (cold pressure to property is very, very good). Wet heating could be considered as flat currently uses electric wall mounted rad (not night storage). Not overly concerned about storing hot water as general use is washing up and/or occasional bath (electric shower fitted) so instant heat is fine. Only two adults live here. Trying to avoid 'vent' pipes as due to location of incoming services and layout of flat, these would need to run round inside flat walls (lounge) to outside and will need approval from landlord to run across outside walls for overflow/vent of hot water (safety, apparently). Electric combi boiler? I want the same convenience that a 'normal' GCH would provide, but as there is no possibility of any other source of fuel other than electric to property, then this is what we have to go with. Thus far, plumbers are shaking heads and taking deep breaths when discussing - no-one seems interested! I just want to a) improve hot water pressure and b) avoid pipes to outside. Someone please provide an answer...
