Electrical Wall Sockets - Heights

I hope someone will be able to shed some light on this question. My mother has just bought a Victorian terrace house built just over 110 years ago. Currently the properties power sockets are halfway up the wall and not flush to the wall surface. We would like to have the sockets moved to just above the skirting board (normal location) and flush to the wall surface. An electrician has told us that due to new regulations we would not be able to lower the sockets. Is this true? The house is for private use and there will be no disabled residents.
