Insulating between the rafters and on top of rafters

Hi I have rafters that are 125mm deep, the boards on top are 20mm deep, which are then covered by a membrane and then slate tiles. How should I go about insulating this room so we can use it as a guest bedroom?

Hi
yes insulation boards between the rafters
But i take off the slate tiles and under put the underlay and after put the insulation boards because so now protect from flooding.
