Damp outbuildings since neighbours extension build started

Hi, I have had issues with damp in what was an outbuilding adjoining my neighbours outbuilding since my neighbour had their side of the outbuilding removed for the construction of a 2 storey rear extension. I have now found their new extension is also built over a common supply pipe for water and t for outside toilet was blanked off. I don't know if damp is from underground pipework damage seeping up or rainwater seeping down to rear of now single skin outbuildings. How do I go about tackling who is responsible for the damp & get it rectified? Does he have to make good rear of outbuildings with access now limited to 3" gap & what can be done? When I've spoke to neighbour he says his builder can probably sort it but no suggestion how & said he will want paying as well. I don't believe I should have to pay for an issue which they have caused. Please advise.... TTBOB

A tradesman really would have to inspect the job to see if it's rising damp or if the problem is coming from pipe work. Ask your neighbour for the building warrant and make sure it's all signed off properly thanks.
