How can you safely remove horsehair plaster?

Hi, I've heard that horsehair plaster contains anthrax, how can you safely remove it? Do i need to employ a specialist with hazmat suits? Ben

it contains hydraulic lime and allows your walls to breathe, why would you want to remove it ?
