Plastering onto old plasterboard

We've removed wallpaper in a flat we've recently moved into to find that the previous owners had just wallpapered straight onto plasterboard. When we've tried to remove the wallpaper it leaves a layer on top of the plasterboard or if we remove it fully can take the top layer of plasterboard off. We've had two plasterers in to look, one said he would pva and mesh before plastering and the other said to just put grit paint on the plasterboard and then they can plaster over that. The second option is cheaper but concerned if it is a good way to go or not? Please help!

Putting grit on the boards is cheaper and will work just perfect

If you are looking fore the best results
1 remove all the damaged boards completely
2 replace new plaster boards 12.5 MM. 240/120mm
Re plaster the wall completely
3 you will have the perfect finish ready fore painting or wallpapers

Any one of the two methods would work just fine. My own preference is a skim coat of carlite bonding undercoat then finish plaster as when the paper is taken off the plasterboard, it can expose the gypsum board. As I said the two methods you have had will work just fine, it's just that every trowel has his own way of working methods. So there you have 3 tradesmen with 3 different answers
