Replastering in a living room with a metal staircase

We removed our living room wallpaper and painted straight onto the wall, although marks from the previous paper and where we’ve scratched the wall have come through the paint. I’ve considered having the walls repapered with a thick lining paper and painting that again but a friend has suggested having the walls replastered instead (which I would prefer as we have a cat so I want to avoid wallpaper). The room has an open metal spiral staircase fixed to the walls in several places so I’m not sure replastering around this is an option? Any advice greatly appreciated.

Replastering is certainly an option and would remove any marking you are finding from painting over old paper and scratches. The depth of the brackets for the stairs would determine how your plasterer will choose to go forward whether it be that they can get clean coverage with a skim fading to nothing or remove some of the plaster surrounding the brackets.
