Toilet water rises when i flush and doesnt flush away properly

Toilet water rises when I flush but does go back down . When I take the easy access top off on pipe at back it flushes no problem could it be air problem

drains blocked causing back pressure,what you take of is probably air admittance valve ,but your drains are still blocked.
