Insulating Roof from Neighbours Above

I'm on a ground floor flat. I'm wondering if insulating the roof would help with the noise from neighbours above? And also prevent sound from us going through to them. Would PeaceMaker help with this issue?

Yes insulation will act as a barrier for sound. The best way I can think of to achieve this would be to create a false ceiling structure, insulate and overboard.
