Silk painted onto fresh plaster - painting over?

The previous owners have painted silk directly onto unprimed plaster (large areas of walls and ceilings). Areas that were under wallpaper have peeled off in sheets (I guess due to the paste solvents or moisture), but the rest only chips away in small pieces or if pulled with masking tape). Is there any way to remedy this from above without having to scrape it all off? I was hoping to be able to sand it, and then apply a mist or primer to soak through and bond the bottom layer to the wall? Is this an option or is there another easy way?

I would use a wide blade scraper and scrape as much lose paint off as possible .then rube down with a good quality sand paper 60 to 80 grade.then use a plaster primer sealer.There is no quick fix to this problem it will only get worse.

i would remove as much as possible, try using a flexible filling knife to remove as you don't want to gouge the new plaster, once removed, re mist coat it, then fill the edges. followed by 2 topcoats.
