Damp Proofing

Damp in front wall of house (old terrace) and very wet basement

My house is a mid-terrace 100+ years old. I have had a damp injection course in the front which is probably working, though I think that the bricks are now soaking up the rain halfway up the wall which has caused the plaster to 'blow'. I will be dealing with that.Do I 'paint' the outside wall with an anti moisture product or not? Basement is very damp (I know this is to be expected) but it looks as if the rain is coming in from outside, from the marks on the wall. I have no front garden - just pavement. Does anyone know how to deal with this? Is it my problem or could it be down to the council to help. it has been going on for years and getting worse. HELP!

check the pointing and repoint with a N.H.L. mortar. the below ground basement will require tanking.
