How easy is it to fit a new heated towel rail

I have an old towel rail which is rusted and the dial has cracked off - I would be keen to replace but want to know how big a job this is - does this require draining of central heating or can be isolated?
Are you a tradesperson and able to answer this question?

Hi there my name is Mark Galbraith the fitting of the towel rail is not to bad depending on the pipe work is it microbore or 15mm should be as simple as draining the system taking old one off replacing with new one and repressurising the system.
