Can an air brick positioned too low cause damp?

Hi, I purchasing a three story mid terrace house built around 1990. The dining room and kitchen are on the lower ground floor and the dining rooms wall is below Street level. On the survey, it was noted that an air brick was too close to the ground level and there is damp on the internal dining wall. Could the air brick being too low be causing this, or is it something more serious? Thanks

Hi, Generally if air brick is installed even just 1 inch from the floor it is very unlikely to be the cause of damp, I would suggest that where the external wall meets the floor to check for cracks where water can settle an die absorbed into the wall. There are also several other factors but without seeing it exactly...! ie...is the pointing on the wall intact, are there any drains close by etc etc Kind regards
