Work not carried out but we have been invoiced

Recently we had issues with flooding in our front room. We eventually managed to find out that the Downpipe was blocked and this was causing the issue. We arranged a quotation from a local company, they came out and looked, then provided a quote. As we are second floor on a main road they advised that a cherry picker would need to be used and a permit would be required. They quoted us accordingly. Happy with the quote, we conformed that we were happy to go ahead. Initially we were told the work would be carried out within a week or so, but after not hearing we contacted the company who advised that their cherry picker was broken and wouldn't be available for a couple of weeks. We then still hadn't heard a few weeks later and kept chasing them up to see when the work could be carried out, as we were still experiencing flooding into our front room. They said they had been out to try and do the work but couldn't access the area due to parked cars. We found this strange as were under the impression that the permit would allow them to cordon off an area. They then dropped cones off and asked that we put these out so that they could gain access. However as you can imagine, cars just moved them as they were in a parking space. Having almost given up on the work being carried out we sourced another company to quote us on the work. However when my husband got home to meet with the company, he noticed the cones had disappeared. When he called the company they said the work had been done. We received the invoice a week or so later, but have not yet paid it as we were waiting for other owners within our block to pay their share to us. Four weeks on, we have just had heavy rainfall and it has become apparent that the work has not been carried out at all. Our front room has just completely flooded, and in desperation my husband and his dad ended up clearing it out themselves to stop the flooding. Obviously we have not yet paid for the work. And now we will not be doing so as we are certain no work has been completed. How would you suggest we go about informing the company that this is the case? And should we be reporting be company for this? If so, to who? Thank you in advance for any assistance or guidance.

Hi it does sound like they are trying to pull a fast one. In their quote they have allowed for a permit to close the road off so that is their responsibility & should have erected barriers the day before work was going to commence to prevent people parking. Like you say traffic cones are easily moved so completely useless. I would contact trading standards explain what's happened they may have other complaints on file regarding this company.

I certainly wouldn't pay, something's not right. I would seek some advice from citizens advice, they should be able to advise you on the next steps. Unfortunately there is people like this in every trade. Out to make a quick buck whilst ripping someone off. It disgusts me, I hope these people are punished. Hi sorry to hear you had to go through such a horror with this company. My advise to you is to email the company explaining that you have no intensions in paying them for works carried out at this given time unless your solicitor instructs you to do so. As you may not have proof or photos to prove they didn't carry out any works I would tell them due to the bad workmanship in carried out works on your property by there company that you will be seeking full compensation for damages caused to your property by there workmanship. And that you will be instructing a solicitor to file charges for compensation and damages coursed. Hope this helps
