My electrician isn't registered

Hi, we have been renovating a house. A friend is an electrician, we asked him if he did domestic work and he said he did. He has rewired our house. Upon completion we asked him to give us a building control certificate but he told us that he is not registered and cannot issue this. We have found another electrician who is registered who says he can certify the work and notify the local authority. Obviously this will cost us. Should our unqualified electrician pay for this? He says its our fault because he never said he was qualified and we never asked ( great friend!) Will we be fined by our local authority?

So the 2nd Electrician is willing to take responsibility of another's work then?Wow! Good luck to him if his part p provider find out. Find out if this electrician can actually 3rd party test, or is allowed to. Yes, unbelievably you could be fined by building control, but I have never heard of one case of it ever happening. Actually, yes, the onus is on the customer to find out if he was registered or not. You could have found out on the register of competent electricians online.

Deacon is right. Did your 'Friend' give you such a great price that you felt compelled to go with him? Looking back over these Q&A's there are many people who have engaged 'electricians' only to discover later that all is not right. "He says its our fault because he never said he was qualified and we never asked" I suppose your electrician thinks that this is his defence?? BS!! How old is he 11?? http://www.electricalsafetyfirst.org.uk/find-an-electrician/ That's all you have to look at to find right from wrong. Maybe the cheap job isn't looking all that cheap?

it is a regulation that a certificate needs to be provided for ANY electrical work, even changing a light switch would require a Minor Electrical Works Certificate. Unfortunately home owners are not aware of this. Make sure the electrician that is doing the testing and certificating will be providing you with an "Electrical Installation Condition Report" If the electrician lets you down or fails to do the job, you can contact your local council building control (normally before the work is carried out LOL). They have a list of electricians they use, They have a fee structure set up (every council is different). They will send one out to inspect and certify the work once completed, any remedial work will be charged extra. I would not pay your friend for anything UNTIL you have a certificate either from council or another sparky as they might find stuff that is wrong and it will need to be made right at your cost.
