wallpaper or skimming?

Have got a room with wallpaper. Peeling off easily and plaster behind looks okay to my untrained eye. -Would I need to skim to be able to paint it? -Or can i just get someone to put wall-paper again? (after stripping current one off) Looking for best value for money.
Are you a tradesperson and able to answer this question?

Depending on the condition of the wall(s) it would not take much to re skim. Obviously all the paper would need to be off first, clean, then prime the area using a UNIBOND PVA mix, then skim. I'm not sure what the average costof the wallpaper is, but a bag of Thistle Multi finish plaster at approx £6 per 25kg bag which will cover approx 7m2 is a cheap option .... if you're proficient with plastering tools that is. If walls are not 100% , fill cracks, rub down , then hang a thicker lining paper, and paint with your chosen paint

Hi there if the walls are pretty good would recommend lining the wall leaving a couple mil gap which can be filled and sanded then you have walls that look like they have been plastered.
