Bad plaster won't allow a curtain rail to be fitted

I'm trying to fit a curtain rail just above some French Windows which are high quality plastic, but not wood, and the plaster I need to drill into is, shall I say - 'non-optimal'. Maybe I could put brackets on wood batons and attach to the ceiling, but I'd rather just attach to the wall. Is it the case that I need to replaster above the French Windows and then attach the curtain rail, I'd rather not replaster, but it's beginning to look like the only game in town. What would your experts advise?

Maybe try to use longer screws to go through the plaster and into the brickwork. If not possible then may have to fix to brickwork. Not ideal fixing screws just into plaster.
