Should i use Latex or PVC before tiling?

Hi, my builder just completed my kitchen floor about 40 square meter with underfloor heating and now screened. I have had 3 tilers come in each with different opinions…how do i know what to do. The tiles are Porcelain. 1) the first tiler said that the screed was not level and he was not interested 2) the second tiler said that i needed to have latex done first which would level my floor and would cost me 500 then he would come back and tile 3) the third said that latex is not needed and that he would use PVC to coat the cement and lock the dust then use adhesive to fill the gaps then tile How do i now if i should use latex or if PVC is sufficient as i don't want to make any mistakes and want to be sure my underfloor heating works correctly after tiled - i've been told not to use it till couple weeks after tiled. 80% of the floor has underfloor heating the other 20% is without. All is newly cemented. I understand that the floor - at the points where it is not level - the variance is not more than 3mm.
