no cold water after new upstairs bathroom installed

We recently had a new bathroom installed and (fitter now gone on holiday!!) and we don't have any cold water and the toilet does not flush, the hot taps are fine and water is ok still downstairs any ideas if there is anything I can attempt myself? thanks sorry, I should add that the taps were working fine when first completed although they were a bit slower than our original taps. someone has said it could be the pressure coming into the house but it was working fine before?

Are you a tradesperson and able to answer this question?

And he didn't check before leaving?! If you can locate the point where the water enters your bathroom, either in the bathroom or in the loft, I would assume that a ballofix valve is closed somewhere (little flathead screw would need turning).

They may of not tuned the supply back on to the bath room or ISO valves are closed. Can only be something like that...

Think I may have been inclined to ring him, ( on hols or not) and ask him where the isolating valve is and what to do. I cannot believe he didn't check the toilet worked before he left though, hmm.
