How to fill in a leaking bomb shelter foundation?

We have discovered the foundations of an Anderson Shelter in our garden. It has filled with water at least 3ft worth, but we dont know how deep the whole thing is. We suspect no more than 6 foot and it protrudes from ground level by 1 foot. We dont want to use it to create storage or anything so our builder has recommended filling it with concrete and paving over the top. But we are concerned about the water that keeps seeping into it. How do we fill it in without having problems with water seepage in the furture?

This is quite normal, ground water level is probably high, and there is not enough isolation applied, if any.
The seepage will stop when you fill the hole, even with ordinary soil.
