I have a garage att to the back of my house , it has a corrugated slopping roof , do i need permission to level it off and replace with warm deck flat roof

Are you a tradesperson and able to answer this question?

No as long as you keep the level the same and don't build out from the structure.

A warm flat roof should be fitted under Building Control otherwise when you come to sell you may get problems with solicitors asking questions on what work you have had carried out and whether it complies to regs. You do not need planning as you are not altering the structure, that said if this is a cement sheet roof you may find the existing support is inadequate to take the weight of a warm deck flat roof. By your description, the roof may well be asbestos so tread carefully.
