Leaking Double Glazed Window

Who do I need to hire to investigate and repair issues with my double glazing? I'm a top floor tenement owner. One window (large panel) leaks at the bottom corner join. A small window panel has been steaming up and containing condensation on hot days (no visible water when raining).

Large pane could be a couple of things , maybe needs resealed on the outside or maybe frame old and past the guarantee. Small pane maybe room not properly ventilated.
