Owned boundary wall - can I ask neighbour to remove wall spikes on reverse side

I have purchased a house and plans show I am responsible for the wall at the bottom of the garden. My plot is elevated compared to the property behind and protruding from the top of the wall is a large sets of 5 inch sharp metal spikes which have been screwed in all along the other side of the wall (just below the top of the wall on their side). They obviously pose a risk to my cat but I would want them removed regardless. Can I ask the neighbour to remove these on the grounds that I decide what is screwed in the wall on either side? regardless if such spikes are illegal or not...which they probably are?
