Owned boundary wall - can I ask neighbour to remove wall spikes on reverse side

I have purchased a house and plans show I am responsible for the wall at the bottom of the garden. My plot is elevated compared to the property behind and protruding from the top of the wall is a large sets of 5 inch sharp metal spikes which have been screwed in all along the other side of the wall (just below the top of the wall on their side). They obviously pose a risk to my cat but I would want them removed regardless. Can I ask the neighbour to remove these on the grounds that I decide what is screwed in the wall on either side? regardless if such spikes are illegal or not...which they probably are? By law if you have proof you are responsible for the maintenance of the wall you can have it removed or maybe just state it to your neighbor you prefer if he take it down all the best

This is a legal question, however I'm sure if you ask and explain why they would be reasonable. However have you thought of compromising and coming up with a solution such as trellis with roses,or some planting that would deter burglars as I guess that's what they are trying to achieve with spikes?
