upstairs tap with downstairs water control

If I attach a hose to my upstairs tap and lead it downstairs/outside can I control the water from the downstairs tap without causing any damage to the water system/pressure?

Potentially yes, but it's also depends of the dimensions and length of your new pipes fittings.

Yes you could aslong as the end upstairs it secured/sealed so it can handle the static pressure of your mains pressure. You should also include a wras approved non return valve to prevent possible backflow.
